In a major push to strengthen the digital economy led by youth, Tamil Nadu has inked key Memoranda of Understanding (MoUs) with prominent gaming companies and IT partners at the India Game Developer Conference (IGDC) 2025 held in Chennai. This strategic move aims to secure long-term investments in game development, immersive media, and digital skill-building, marking a new chapter in the state’s technological and economic growth.
On November 6, Deputy Chief Minister Udhayanidhi Stalin, an avid gamer himself, announced partnerships with leading players such as Nazara Technologies, Lakshya Digital, and Reliance Games. Additionally, a skilling and research collaboration was forged between the Game Developer Association of India (GDAI) and Hindustan University. The Information Technology Minister, Palanivel Thiaga Rajan, also participated in the event, highlighting the government’s strong commitment to advancing digital innovation.
Reflecting on Tamil Nadu’s legacy as a technology pioneer, Udhayanidhi Stalin traced the journey back to former Chief Minister M Karunanidhi, who launched India’s first IT department in 1998 and introduced computer education in schools. Under the current leadership of Chief Minister MK Stalin, this legacy has expanded to position Tamil Nadu at the forefront of AR, VR, and immersive technologies.
The Deputy Chief Minister described the AVGC-XR (Animation, Visual Effects, Gaming, Comics, and Extended Reality) sector as a space “where art meets engineering and creativity fuels economic growth.” To further deepen this ecosystem, the state plans to launch a dedicated facilitation cell, establish a Centre of Excellence in Chennai within six months, and create regional innovation hubs across major cities.
Sridhar Muppidi, Chairperson of the GDAI, praised Tamil Nadu for setting a benchmark in fostering a youth-centric digital economy and innovation ecosystem. Beyond Tamil Nadu, collaborative models like those between Kerala’s AVGC network and educational institutions are emerging, exemplifying a united front to build student-led game creation and original intellectual property in India.
This initiative is poised to transform Tamil Nadu into a key hub for game development and immersive digital content, driving economic growth, job creation, and positioning the state as a leader in India’s burgeoning AVGC-XR sector
