India’s AVGC-XR sector just got a powerful international ally. A new joint initiative between India and France called Desibel is setting out to do something rarely attempted at this scale — systematically build the global credibility of Indian animation, visual effects, gaming, comics, and immersive content through sustained cultural investment rather than one-off showcases.
Backed by a two-year grant, Desibel isn’t a promotional campaign. It’s a structured programme built around four core pillars: access, capacity-building, preservation, and international exchange. The idea is to create lasting bridges between Indian and French creative ecosystems, giving Indian talent pathways to global markets while bringing French expertise into the Indian creative pipeline.
Who’s Driving It
Three Indian organisations are leading implementation on the ground. Kutumb Foundation brings community and cultural anchoring to the effort. Westland Books is handling the literary and publishing dimension. And Aniverse & Visual Arts Foundation (AVAF) is positioned to connect the animation and visual arts communities to the broader programme architecture.
Each partner addresses a different gap — from grassroots access to professional market readiness — making Desibel more ecosystem-wide than most bilateral creative initiatives tend to be.
Graphic Novels as a Flagship Move
One of the most tangible early outputs is a publishing initiative under Westland’s new Lattis imprint, which has commissioned 24 Indian artists to create graphic novel adaptations of literary classics. Slated for launch in late 2026, this project does double duty: it creates professional opportunities for working Indian illustrators while producing culturally significant work that can travel internationally.
It’s a smart play. Graphic novels occupy a growing niche in global publishing, and anchoring the format to recognised literary source material lowers the barrier to international attention.

India’s AVGC-XR ambitions have been well-documented in policy circles, but translation into sustained global market presence has been uneven.
